I am trying to run a new workflow.

When I try to create a new run, I get this error message and the job is not created:
There was an error submitting the request. You can review the request to try submitting again, or cancel the new request.Could not find a scheduling solution

This happens when running MyWorkflow on mycompany-dev.artificial.com. I'm on the myname/new-workflow branch
Context
What else is happening in the lab or environment? Did the issue manifest during development, testing, or normal operations? Are there any networking issues, IT, or operations changes?
I am the only using the development environment. I have not seen this issue on the production environment. I have not experienced any other errors, warning or connection issues.
Reproduction
Is the problem or error reliably reproducible? Are there specific conditions or parameters that cause errors? When was the last time this functionality worked?
I get the same error every time I try to run this workflow. It worked with an older version of the workflow sometime last week.
Troubleshooting
What have you tried to fix the problem, and what was the result? Details on unsuccessful attempts are helpful and can help us more quickly identify the solution.
I have tried re-uploading the workflow and refreshing the page, and got the same error. I tried running an older workflow, and got the same error. I tried running a workflow in a different lab, and it works fine.
Impact
How is this issue blocking development or operations?
I am unable to develop this workflow which is needed in production next week.
